I figure if people are wanting a group RP based around a post-apocalyptic, fantasy-themed setting (that we now mostly have a plot for), we may well need an OOC to discuss things and get this ball rolling. So here it is. Here is the original basis for the plot. I figure we'd have two main groups: Those living underground & those living on the surface. Any extreme/crazy mutants can be controlled by a GM type figure since, well, they're nuts and usually try to eat/maim/rape-to-death anything that moves. Most likely we would need any undergrounders (or Moles, for simplicity's sake) to be part of the raiding team to encourage interaction with the surface. That being said, I wouldn't mind having two completely separate threads, in this case one for each location (Surface, Bunker). Thoughts? Ideas? Questions?

Guess I'll keep rambling to myself til someone shows up.
This is set a little ways into the future, so hover cars and energy blasters are a thing. Gasoline hasn't been used in 40+ years. Solar and wind energy are more prevalent and the main way in which people still get energy, since reactors and plants aren't exactly going.
The big event (a meteor strike) happened 15 years ago. Most characters under the age of 10 when it happened wouldn't have much memory of life prior to their present situation. Survivors have a little leeway on this since their living situations are less stressful than those trying to survive on the surface. The meteor hit Australia and completely wiped out the country. Africa and most of Asia/Europe are uninhabitable due to exposure. Weapons aren't difficult to get a hold of (though getting a charge for a weapon can be tricky) but water is; it rains 3-4 times a year throughout most of Canada. Summers are hotter, winters are colder.
Survivors: Referred to as 'Moles' by the surface dwellers to describe individuals who sought shelter in underground bunkers. These survivors are most often perfectly normal humans, lacking supernatural powers or physical deformities. At worst they may be a little malnourished due to low calorie intake and artificial sunlight.
With most bunkers built alongside aquifers or other massive, underground water sources, these survivors have few issues with water shortages. Medications, clothes, and meat are the most valuable commodities and the most difficult to find in these bunkers. Raid parties are therefore sent out to retrieve these items from the surface, either by looting deserted towns or else chancing the more populated (and dangerous) cities.
Some partial scientific advancements have allowed certain survivors to volunteer for procedures that would grant them their own powers to combat mutants. These procedures have a lower chance of physical mutation but aren't 100% guaranteed, and those that undergo genetic augmentation are forbidden from procreating lest they taint the sparse Human gene pool. Pregnancy and childbirth are closely monitored so that the population doesn't overextend its resources.
Raiders are equipped with protective gear and respirators during missions to the surface. Any who become tainted through injury or suit malfunction are denied reentry to the bunker, no exceptions.
Mutants (Surface Dwellers): The derogatory term used by survivors to describe those who were unable to leave the planet or hide out underground when the disaster hit. Most were wiped out during the initial blast, and nearly half who survived endured unsightly mutations and developed unnatural abilities. Any attempts at procreation were twice as likely to result in further deformity or death of the offspring.
North America survived the majority of the fallout only in the sense that they still boasted some residual population. Mexico's atmosphere became entirely unlivable and almost all of the U.S. became heavily tainted with mutative radiation, leaving northern Canada as the last safe haven on the planet. Those who travel enough know that food and supplies are plentiful in the southern reaches of the continent, but are only available to those strong enough to make the journey and face the residing dangers; the mutations weren't entirely physical, and those individuals who didn't abandon their southern homes fast enough often became psychotic, hideous, and feral. Those are the true mutants and a strong basis for Mole interactions with any surviving surface dwellers.

And now for the fun stuff: Powers! This is just the table we put together last time I did this RP. If there's anything someone really wants to see on the list, we can discuss adding it. I tried to pick things that were relatively useful so that no one would end up with, like, Communicate with birds.
1. Telekinesis - Move stuff with your mind, up to ~2x physical strength of character 2. Telepathy - Communicate mentally. 3. Suggestion - Persuasion/control. People are naturally hesitant to harm themselves so convincing one to do so might be tricky. 4. Premonitions - Perceiving future events, keeping in mind that the future is ever changing. 5. Phasing - Passing through solid objects. 6. Forcefields - Energy fields that protect against attacks/creatures. 7. Regeneration - Enhanced self healing. If you lose a limb, you'll have a rapidly-healed stump, so don't wander around with a Wolverine mentality. 8. Healing - Healing of others. Healing doesn't work on the character that possesses it (consider them a template; if they're missing a finger, for example, they can't heal that corresponding finger on others) 9. Athletics - Enhanced physical abilities, about 3-4x normal (stamina, strength, more efficient use of calories/energy) 10. Element Control (single) - Earth, air, water, fire. Pick one and you control it and possess some resistance to it. 11. Illusions - Create images that aren't real. Limited to sight/sound/smell of the target(s). Direct touch can yield stronger/more convincing illusions. 12. Flying - It's flying. You fly. 13. Internal Invulnerability - Character no longer needs to breathe, cannot be poisoned, and needs to eat very little to survive. 14. External Invulnerability - Think Superman, only you can't fly. And no laser eyes. Seriously, though, you just can't be hurt externally. 15. Dopplegang - Shift into other people within 75 lbs and 6" of your character's height. 16. Shapeshift - Turn into things/animals/not people. You could, for example, grow fangs or claws or turn your hair into a lampshade. 17. Infinite Memory - Recall everything perfectly. EVERYTHING. 18. Shadowsight - Like Premonitions in reverse, your character can see past events tied to people or places. 19. Wound Transfer - Take injuries from others or pass them along. Giving a wound can be done from a distance; taking one requires physical contact. 20. Stretch/Flexibility - Mr. Fantastic or Elastigirl. You bend, you stretch. You never have problems getting things off the tall shelves. 21. Enhanced Strength - More so than athletics, you can throw cars. You're more rugged but not completely invulnerable, so don't punch stupid things or you'll still break the bones in your hand. 22. Super Speed - You run incredibly fast, but not Flash or Superman speeds. People can still perceive you while you're running, but it's not impossible to hit 80+ mph. You can still run for the same duration of time as a normal person, so hitting those 80 mph speeds only works for about the first 5 minutes. 23. Possession - Send your soul/spirit/consciousness into another person's body to take control of it. Consider their body a vehicle and you're hijacking it. The target starts off unaware of the interference but soon becomes aware of it and can even begin to fight back. The character possessing this power leaves their body behind in a helpless lump while this happens. 24. Teleportation Teleport to other places within 25 miles. You could go further assuming you had direct line of sight to where you wanted to go. 25. Time freeze - Stop time for everyone but you, in 30 second bursts. Injuring another person ends the time stop for them. A full 30 second freeze takes a couple of hours to recover from. 26. Empathy - Sense and influence emotions of others. 27. Invisibility - Turn invisible and stuff, but remain solid. 28. Technopathy - Communicate and influence technology, even those without a power source. Minor electrical resistance. 29. Power Leach - Sap a person's power through physical touch. Taking a power doesn't automatically mean you know how to use it (Note: You're more likely to be incapable of getting a power to work than you are to use it right off the bat and lose control of it.) 30. Power Amplification - Enhance the powers of those around you. This is not a passive power and covers a set area. The only way to limit who it affects is to get into direct contact with those you want to benefit from it. 31. Power Negation - Same with amplification, you negate powers in a given area. All powers can be negated, even passive ones. 32. Aura Reading - Gauge a person's power's, emotional state, honesty, and more based on the colors and vibrancy of their aura. 33. No Power - You didn't get one this time. Feel free to re-roll...for a cost. 34. No Powers - This character just doesn't have powers. If you already have a power when you get this result, you may still keep your previous power(s), but you may no longer roll for additional powers. 35. ?? - Hey, you get to pick one, you lucky chum, you!
Okay, so, you'll notice I mentioned 'rolling for powers'. I find it's most fun, challenging, and realistic to randomize the powers you might get. It forces you to work with an ability you've potentially never used before or even had an interest in and to make the most of it in order to survive (like people in this sort of scenario would have to do if it were real).
Now, the way I really, really enjoy doing it is that main characters get one free roll on the Powers table. You roll, you get a power (hopefully. If you don't, sorry, them's the breaks). If you don't like your power or want more than one, I have two other Bad Stuff tables to roll on (one for the Survivors, one for the Surface Dwellers, since they'd generally be afflicted by different issues). So if you roll a power you don't like, or you just want to test your luck at getting more/better ones, you would roll on one of the Bad Stuff tables, get some sort of mutation or disability, then roll for a second power. Mutants can basically do this as often as they want, because they're mutant freaks and they'll just look that much more disfigured. Survivors would probably be limited to one re-roll because they don't want to create freaks that wander around in their perfect utopia.
If proboards doesn't have a decent roll system, we can always pop over to Gaia to get the rolls out of the way. If anyone is absolutely, completely, and totally against a roll system, let me know and I can create a sort of checks 'n balances system to enable you to select your own power.

If anyone has an idea of what they'd like to play, please say so now so I can start formulating a starting point for everyone. There will be fewer survivors than mutants. Mutants will generally have more powers while survivors will have a better selection/fewer disabilities. Of course there's no reason why you all can't have more than one character, since there are so few of us, but I may limit it to two to start out with.

I...I wanna join as a Survivor that volunteered to be part of the experiments, got a power, went on a raid, got exposed and exiled from the bunker! I think it would be uber fun. Also I think if they got Telepathy and Illusions powers it'd rock. My theory is from the experimentation they gained Telepathy but from being exposed and having to survive on the surface Illusion grew as well.
